A techie who has been to some very strange places in his life, Oakley can easily be found by those who need his services at his shop – Lester's Toaster Repair, located in one of the seedier Sections of Night City. He's about 38 years old, though he'll be the first to tell you he has no idea what the exact number is. 38 sounds good to him.
Lester's Toaster Repair is a perfectly legitimate small appliance shop – he makes a decent wage fixing video units, blenders, microwaves, and yes, toasters. People in the know, however, have access to another, more diverse set of services. For appropriate fees, Oakley can build custom weapons systems, modify vehicles, cyberwear, armor illegally, and perform various small black-bag ops. For instance, he has been known to accept modest sums to wire whole apartment complexes to blow. He likes a challenge.
Oakley is highly adept at building and/or repairing basically with circuitry. He is equally at home fitting a FAMAS assault rifle with an M-203 grenade launcher as with building a custom wheelchair for a disabled boy.
He is a highly ethical man with NO MORALS WHATSOEVER. He will absolutely never, ever, perform shoddy work, or install inferior components, nor will he hesitate to advise a client to ditch that fancy-looking piece of sh** Russian assault carbine in favor of a simple AR-15. And he will blow up your ex-girlfriend's house, or firetrap an abortion clinic, as long as the price is right.
All you need is a cheap blender, or microwave, or some other small appliance. On a piece of paper you write the details of your request, and a secured phone number where you can be reached. You stick the piece of paper in the thing somewhere, and bring it to him to be fixed. He takes it apart; the better you hide it, the better he'll like you. Oakley loves surprises, loves not knowing whether the next piece of crap Toshiba to come across his counter will be a simple digital reader repair or an order for a 6-round 20mm grenade launcher to be surreptitiously mounted on a dropped Nissan Maxima. Which can be done, by the way.
Oakley will contact you within 6 hours with a timeframe and a cost. He's about as savvy as they come, and for every way there exists to rip him off, he's got three or four ways to make you disappear.
He is also available for extended work, depending on the job. He can handle a gun. (Rifle +5) a car (Drive +5) and knows how to demolish about every security system under the sun. (Electronic Sec +8) He possesses numerous skills in other, more esoteric areas, and has been known to work for free if the work sounds interesting.
